Zoners Reject Car Port, Hair Salon Variances

Posted
Warsaw Board of Zoning Appeals Monday rejected requests for variances for a hair salon and an outside display of carports.

Petitioners Tomas and Petra Salgado requested a variance to allow a hair salon at 406 N. Parker St., Warsaw.

City Planner Jeremy Skinner said while the property could adequately handle a hair salon, it currently is zoned residential.

"I do not believe a commercial use for this property is fitting given the surrounding uses and therefore do not recommend approving the variance," Skinner said.

Board member Tom Allen agreed the area should be kept residential and a business would detract from the zoning.

Board member Mary Ellen Rudisel-Jordan said she would hate to discourage entrepreneurship by not allowing the hair salon. She voted in favor of the hair salon.

Board members Bruce Woodward, Tom Allen, Rick Keeven and Diana Rhoades voted against approving the variance.

The board rejected a variance request to allow an outside carport in a commercial zoning district at 415 E. Winona Avenue.

Petitioner Gil Durocher requested to build two fully constructed car ports to be used for sales displays at the corner of Ind. 15 and Winona Avenue.

Skinner said the district is more restrictive in terms of commercial design development and uses. He said the proposed use would not meet the intent of the city's comprehensive plan of the Warsaw zoning ordinance.

In other business, Woodward presented a plaque to Tom Heuer in recognition and appreciation for his service to Warsaw. Heuer served on the board from 2001 to 2008 and was replaced by Rudisel-Jordan.

The board will meet again May 26 at 7 p.m. at city hall.
