WINONA LAKE- Winona Lake Town Council approved Town Engineer Larry Long conducting design work and seeking construction bids for Prestwick street repairs Tuesday.
Councilman John Boal made a motion to authorize Long to get phases one through four of the project designed, and then get an alternate bid for phases one through five.
He motioned also to fund Prestwick street repairs with money set aside for the roundabout project at Winona Avenue, Argonne Road, Kings Highway, and Park Avenue and delay the roundabout project. The time the roundabout project will be delayed was not decided.
Councilman Bruce Shaffner seconded the motion. All councilmen agreed.
Phase one is repairing the street at the north end of St. Andrews Road South, phase two is repairing streets at the west end of Prestwick Road to St. Andrews Road South, and phase three is Prestwick Road from St. Andrews Road South. Phase four is the south end of St. Andrews Road South and the south end of St. Andrews Road East, and the north end of St. Andrews Road north of Prestwick Road.
The town will pay for the project using a tax phase-in, instead of a bond.
Long said the town could advertise for bids in April, award bids in May, and begin the project in June.
In other business, the council awarded a $4,744.48 contract to Newton & Sons Excavating for drainage improvements at 1702 Chestnut Avenue.
The council also approved an ordinance for a liability policy in lieu of bond that allows the clerk-treasurer to obtain and file a surety bond in an amount of at least $30,000 for each $1 million in receipts the clerk’s office received during the last complete fiscal year.
Shaffner presented Town Marshal Paul Schmitt and Kevin Bell, Winona Lake Fire Department assistant chief, with checks from ABC Industries. The business provided the checks to thank them for their response time.
The council approved a travel request for Craig Allebach, town coordinator, to travel to Indianapolis for an Indiana Association of Cities and Towns conference.
Kent Adams, clerk-treasurer, said notification was received from the Department of Local Government Finance for approval for the town’s 2012 budget. The budget is $2.5 million.
The council approved 2012 boards and commissions appointments.
Plan commission members are Bill Zimmerman, Shaffner, Allebach, and Randy Swanson; Board of Zoning Appeals member is Dave Turner; Park Board members are Kelly Hicks, Shelby Beam, and school board representative Dan Metzger.
Publicity committee members are Dave Phelps, Lindsay Silveus, Aaron Scantlen, Terry White, and Pam Hester.
Redevelopment Commission members are Sue Gooding, Alan Alderfer, Dennis Daniels, and John Elliott.
Economic Development Commission member is Al Disbro.
Tree Commission members are Schmitt and John Hawkins.
Boal suggested the board and commission members present updates on what they are working on during town council meetings.
An upcoming event in the town is The Hub grand opening on Thursday from 5 to 7 p.m. The multi-purpose room that can be used for meeting space is at Winona Lake Grace Brethren Church, 1201 College Avenue.
