Winona Parks To Seek More Funding From Wayne Township

WINONA LAKE – Each year Wayne Township contributes to Winona Lake Parks and Recreation Department to help offset the cost of providing services to those in Wayne Township who don’t live in the town.
The amount given by the township for the last few years has been $12,000, but next year Town Coordinator Craig Allebach said Winona Lake wants to meet with the township to see about an increase.
At the Winona Lake Town Council meeting Tuesday night, Councilman Terry Howie said they have tried to get the township to increase what they give the town, but “they’re stuck on one number the last several years.”
“This next year, we’re actually going to ask for an audience in front of them ... to see if we can get an increase because of the work we’ve done to the parks and recreation,” Allebach said.
That work includes improvements to the greenway trail and the addition of the Splash Pad.
In other business, the council:
• Approved the purchase of a police car from Kerlin for $28,651.74. Clerk-Treasurer Kent Adams said $30,000 was budgeted for the car, which includes the cost of the car and equipment.
• Approved Adams’ request to make year-end transfers if necessary as required by state statute to balance all funds and close the 2015 budget year, and to pay bills yet received and due by year’s end.
• Heard from Allebach that the only upcoming “Winona Happening” was the Martin Luther King Jr. Community Celebration at the Manahan Orthopaedic Capital Center Jan. 18 from 11:30 a.m. to 1 p.m.
• Heard from town engineer Larry Long that “pretty much the projects I’ve been working on are completed.”
The decorative lights on the island are up and completed. The Chestnut Avenue parking lot new construction is completed. The Robson Road storm drainage project is finished except for the resurface, which will be completed in the spring, as well as the Wooster Road resurface project.
Long said James Shipley, a resident on Arbor Lane, has a side ditch that collects storm water in front of both streets that adjoin his vacant lot. Shipley wants a pipe put in the side ditch and ditch filled up. The council, however, chose to leave it as it is.
• Tabled the contract renewals for Long and town attorney Jim Walmer until the January meeting.
• Approved for Adams to sign documents for the snow plow lease.
• Approved for the Winona Lake Fire Department to keep the full $4,425 reimbursement from the Warsaw Chemical fire earlier this year. Fire Chief Mitch Titus offered to split it with the town.
• Heard the greenway trail addition was not yet completed.
