Winona Lake Votes To Restrict Parking Along Bibler Avenue

Posted

WINONA LAKE - No parking will be allowed on Bibler Avenue from 6 a.m. to 6 p.m. on the north side of the road beginning sometime near the end of May.

People have been blocking mailboxes, making it difficult for mail to be delivered along the street. Town marshall Malcolm Gilbert advised town council members Tuesday he spoke to Bibler Avenue residents who approved of the parking limitations, asking that the hours include times when newspapers were delivered.

Public works superintendent Pete O'Connell said he would have no problem posting signs. He recently came across a cache of 100 unboxed brand new "No parking from here to the corner" signs. He mentioned that only three streets in the town had such a designation.

The board approved an additional holiday for town employees - New Year's Eve. The holiday will be considered "roving." meaning employees can select another day off as a substitute.

Paid holidays cost the town $650 per day. Employees now have 11 paid holidays.

The board passed a resolution in support of a tax levy for the Kosciusko County Solid Waste District. The district, due to reductions in tipping fees from the landfill, finds itself strapped for cash. The levy, when approved by all county towns and the county council, will bring in an additional $80,000.

In other business the board:

• Held a swearing-in ceremony for reserve police officer Ron Cornell.

• Authorized engineering expenses for the CR 250E railroad crossing, a cost of $15,000 to $25,000, as part of the road's upcoming rehabilitation.

A public hearing is set for Tuesday at 6 p.m. regarding the extensive project.

• Approved a resubmission of a housing grant extension by two months. The extension already has been denied by the Indiana Housing Finance Authority.

Town coordinator Craig Allebach said the housing authority wanted to finish up three local projects.
