WINONA LAKE- Winona Lake reviewed two proposals for property donated to the town during Tuesday night’s meeting.
The property is at 301 Fifth St., Winona Lake.
The town received a $2,000 bid from Steve and Lindsay Silveus, and a $5,000 bid from Grow Winona, represented by Dave Phelps.
The bids are lower than the appraised value so the town agreed to readvertise for bids in the newspaper over the next 60 days.
The council also approved Winona Lake Fire Department using the existing structure for training purposes.
The council also heard a proposal from Kevin Bell, Winona Lake assistant fire chief, to purchase four airpacks for the Winona Lake Volunteer Fire Department for $8,700. He said the department will be receiving a special deal on the airpacks and a savings of $1,800 per airpack.
The board approved the purchase contingent on the funds being available in the donation fund. The town will speak with clerk-treasurer Retha Hicks to make sure the funds are available. Hicks was absent during Tuesday night’s meeting.
In other business, the council approved an agreement between the town and Warsaw to allow Winona Lake to accept blue recycling containers for Winona Lake residents. The council approved seeking quotes for wetland mitigation east of Stonehenge Addition between Pierceton and Wooster Road.
The council approved a $3,600 air conditioner purchase for the Winona Lake Fire Department.
Town Marshal Paul Schmitt requested a left turn lane only be installed at Argonne Road, Kings Highway, and Park Avenue. There is currently a left turn only at Winona Avenue. In other business, councilman Randy Swanson addressed the issue of voluntary funds the town receives.
“I think there needs to be a more complete record of donations to the town as to the source,” Swanson said.
He said the report the council received from Hicks on donations is complete, but said he thought it was lacking as to the source of the donations.
He suggested every donor should receive a numbered receipt for their donation to the town and the number should be placed next to the amount donated.
Town attorney Jim Walmer said he will put together a form to be signed by anonymous donors.
Town Coordinator Craig Allebach said he is working on getting photos of the viaduct on Argonne Road for improvements to be made.
In other business the council approved town engineer Larry Long getting bids for Wooster Road pumping station improvements, wastewater collection system supervisory control and data acquisition scada system, and water pumping station improvements to Prestwick Subdivision.
Tim Goshert, Severn Trent employee, updated the town on public works projects and said the department has been working on cutting down trees in the town park that are rotted. Allebach said the trees will be replaced.
