Winona Discusses Street Project Bids, Storm Water Quotes

Posted
WINONA LAKE - Winona Lake Town Council Tuesday reviewed bids for street asphalt projects and storm water project quotes.

Town Coordinator Craig Allebach read quotes from Phend & Brown and Niblock Excavating.Allebach said the quotes are for asphalting projects in the town, including the alley from Administration Boulevard to 12th Street; the Boys City Drive alley from Park Avenue to Oakwood Street; the Wooster Road alley from Kings Highway to a private drive; and Eastwood Road from Southfield Road to a private drive.

The council approved the projects at its July 22 meeting.

Larry Long, town engineer, read three quotes for five storm water projects in the town. The quotes were from LDP Excavating, Everest Excavating and Newton & Sons Excavating.

The quotes were for installing storm sewer lines on Widaman Street, Park Avenue, Hamilton Boulevard, the alley between Boys City Drive and Cherry Creek; and installing a flap gate on a storm drain near Chestnut Street.

Pam Kennedy, Housing Opportunities of Warsaw executive director, informed the council Day of Caring is Aug. 27.

This is the fourth year for the event where volunteers and businesses in the community will improve more than 100 Kosciusko County homes. Kennedy said this year, there are eight Winona Lake homes that will receive renovations.

Town Marshal Paul Schmitt said he received an invitation to attend a banquet Monday for Lifeline Youth and Family Services, Pierceton. Schmitt said the center will house juveniles who have committed adult crimes.

In other business, the council tabled a discussion about supporting a study to assess the development of an ordinance that would require non-profit organizations to contribute to the tax base in Winona Lake to cover safety services such as fire and police.

Clerk-Treasurer Retha Hicks said it is common to have an ordinance in towns where colleges are located.

"I would think that local non-profits would want to contribute their fair share toward town safety services," said council president Joy Lohse.

Lohse said the council needs to look at the number of non-profits in Winona Lake.

Councilman Jeff Carroll said he doesn't support requiring non-profits to contribute to the tax base for safety services.

"I don't think it is a good principle to tax non-profits because the organizations are mission driven, and taxing them might interfere with their missions," Carroll said.

Hicks gave the council an update on the town's 2009 budget.

She said she met with the Department of Local Government Finance to discuss the budgets department heads discussed with the council at a July 30 budget meeting.

The council will hold a public hearing for the budget at its Sept. 9 meeting and plans to adopt the budget Sept. 23.

Lohse said the annual Antique Car Festival will be Saturday in the Village at Winona.
