Winona Council OKs Greenway Trailhead Sign

WINONA LAKE - The Winona Lake Town Council approved a sign during its meeting Tuesday for Winona Lake's Heritage Trail.

The trailhead sign will be a part of the Lake City Greenway, and total cost of the sign project is $10,774.

The masonry work will cost $4,180, and fabrication and erection of the sign is $6,594.The sign will be located at the beginning of the trail where it intersects with Roy Street, according to Council President Dave Delp.

The council also approved the Winona Lake Greenway Art Commission to seek people who will provide donations to help pay for the sign.

Town Coordinator Craig Allebach said he has met with Warsaw to discuss another sign that will be placed at the Chinworth Bridge Trail entrance stating rules for using the greenway.

The greenway is an eight-mile, multi-use trail for bicycling, walking, jogging, running and rollerblading.

The Chinworth Trail will connect the Chinworth Bridge to the City-County Athletic Complex and the city of Warsaw.

The grand opening for the Lake City Greenway is scheduled for May 4.

The council also approved contract service agreements for 2007 between the town and town engineer Larry Long and town attorney James Walmer.

Using the representatives on an as-needed basis for meetings also was approved.

Long's contract includes principal engineering services at $90 an hour, drafting and computer services at $59 an hour, two-man survey crew at $85.50 an hour, and administration services at $26 an hour.

Walmer's contract includes compensation of $110 an hour for meeting attendance, $110 an hour in instances of litigation, mileage and reimbursement of filing and recording fees, printing charges and photocopying costs.

The council also discussed improvements to Wooster Road within the area from Presidential Drive east to around 400 feet west of CR 250E.

The council approved advertising for bids for resurfacing of Wooster Road.

"Wooster Road traffic will increase with the completion of the Orthopedic Capital Center and it is inevitable the road needs to be maintained," Delp said.

Jerry Nelson, 1012 Court Circle, Winona Lake, attended the meeting and addressed the council with a concern he had of a large hole that has not been filled at 1100 W. Canal Street.

Nelson showed photos of the hole to council members during the meeting.

"There are more children running on the island than before and the hole poses a danger for them to fall into," Nelson said.

Public Works Director Pete O'Connell said he will look into putting riprap in the hole.

Jerry's wife Janice also addressed the council with her concern of a 40-foot utility light pole being moved from the intersection of Esplanade Drive and Auditorium Boulevard.

"The town was not aware of a light pole being moved. The only way we know if a pole is moved is if the town makes the request," Allebach said.
