SILVER LAKE - Stanley Williams was sworn in Tuesday as Silver Lake's newest town council member.
Williams fills the seat vacated by Tony Caudill, who resigned from the council last month. The Republican Party held a caucus and chose Williams over Gale Owens, who also expressed interest in the position.
Caudill had been president of the council, so a reorganization also took place, with Mabel Enyeart voted as president and Wilbur Brake as vice president.
Once Williams was sworn in, the council got down to business, passing a curfew ordinance, discussing budget cuts and appropriations and setting trick-or-treat hours.
The curfew ordinance makes it unlawful for any child age 15 or younger to be in a public place after 10 p.m. or before 5 a.m. any day of the week, and anyone age 16 or 17 between those hours Sunday through Thursay and midnight and 5 a.m. Friday and Saturday.
The only exceptions are when a child is accompanied by a parent or guardian or is participating in, going to or returning from lawful employment, a school-sanctioned activity or a religious event.
Any child found in violation of the ordinance shall be taken by the town marshal to his residence and released to a parent or guardian (if residents of Silver Lake; juveniles living outside town limits will be detained at the police station and a parent or guardian called to pick them up). Repeat offenses will result in curfew violation charges being filed.
The council talked about cutting $29,000 from the town's budget. It will come either from the 1997 or the 1998 budget.
Also, a resolution was signed appropriating funds within the general fund to pay for Marshal Craig Hollopeter's First Responder course.
In other business, the council:
Changed the title of wastewater superintendent to town superintendent and filed a job description for the position. The job entails work in the street, water and wastewater departments.
Agreed to have the ditch located between Metzger & Sons and town property on Sycamore Street cleaned.
Set trick-or-treat hours for 6 to 7:30 p.m. Oct. 31.
The council will meet at 7 p.m. Oct. 21 in the town hall for a joint meeting with Silver Lake Improvement Co. to discuss water lines. The next regular meeting is at 7 p.m. Nov. 12 in the town hall. The council normally meets the second Tuesday of the month, but opted to meet on Wednesday in November because of Veterans Day.
