Warsaw Zoners Approve Daycare, Church Variances in Neighborhood Commercial Districts

Warsaw Board of Zoning Appeals Monday approved variances for a daycare and church to be located in neighborhood commercial zoned districts. The board approved Little Blessings Daycare to be located at an existing building, 835 N. Lake St., owned by Dave Messer, during weekdays. The daycare is currently located at 125 Fawley St. behind the Center Street Penguin Point. The Lake Street lot has enough parking so that customers will not have to park on the street and is the former Somethin’ Funn building. Board member Rick Keeven made the motion for the daycare to be located at the Lake Street location, seconded by Jack Wilhite. Mary Ellen Rudisel-Jordan abstained from the vote as she is completing drawings for the daycare. Bobbie Crouch, Little Blessings Daycare director, attended the meeting and said the Lake Street location will better suit the daycare’s needs and have air conditioning in her office that is not available at the Fawley Street location. Crouch said mulch and a fence will be placed on the west side of the Lake Street building. There also will be smoke detectors and fire extinguishers in the building. Every parent is required to sign a letter that they are aware that Little Blessings is not a licensed daycare, but a registered ministry with the state. This does not require the daycare to meet requirements of a sprinkler system and a fire pull alarm system. The daycare will move its sign from the Fawley Street location to the Lake Street location. The board also approved a variance request from Zachary Netzley for a church to be at 129 Roosevelt St., east of the Center Street Owens. A Bibles and Books store is currently located at the Roosevelt Street site where the church will be. Board member Tammy Dalton made the motion for the church to be located at the Bibles and Books location, seconded by Rudisel-Jordan. The church will move into the back of the Bibles and Books facility to utilize space that is not currently being used. “The goal is to meet there until we can grow and move out,” Netzley said. Netzley said Bibles and Books will remain, and the church will meet in classrooms at the facility. Churches are allowed as special exceptions in residential districts, and are permitted in a neighborhood commercial district. The name of the church is currently Hispanic Bible Church, and will be named Vista Fellowship. There are 30 members of the Hispanic Bible Church currently meeting at Pleasant View Bible Church south of Explorer Van. They previously met in a building near Pizza King on Winona Avenue.
