Warsaw Planners Look To Improve CR 300N At Ind.15

The Warsaw Redevelopment Commission discussed improvements at the intersection of CR 300N and Ind. 15 at its meeting Monday.

City Planner Jeremy Skinner said he met with Indiana Department of Transportation a few weeks ago and discussed installing 900 feet of shoulder east of the intersection at the Da-Lite Screen entrance.

INDOT originally approved a passing blister, an area to the right of traffic, allowing traffic to pass at the intersection.

INDOT reviewed the proposal and decided the passing blister was not a good standard and denied the blister, Skinner said.

INDOT instead suggested the 900 feet of shoulder to be installed east of the intersection at the Da-Lite Screen entrance.

Skinner said he will contact Keith McSherry, with Da-Lite Screen, to follow up with the shoulder installation proposal.

The commission also discussed using the Gatke property for a small business incubator.

The commission approved at its Sept. 11 meeting exploring options for using the property that is located near McKinley and Durbin streets in Warsaw as a small business incubator.

Commission member Kyle Babcock suggested a structural review of the building be conducted.

"A structural review would determine if the property could be feasible as a small business incubator," Babcock said.

He said he, as well as Skinner and Mayor Ernie Wiggins, have toured the Gatke property.

Skinner said a feasibility study would need to be conducted to determine if a small business incubator is an option for the property.

The commission also approved 10 claims for 2006 and 2007 during Monday's meeting. They include a claim for $1,406 by payee Ken Herceg and Associates for CR 300N and Ind. 15N Intersection improvements; an annual fee for a 1991 Tax Increment Fund Bond claim by payee Lake City Bank Trust Department for $400; a 2000 Warsaw Economic Development Bond by Medtronic for $126,600; a $588,634 claim payment by Warsaw for monies obligated to the Wastewater Department from the Northern TIF for 2006; a $134,517.50 transfer from allocation fund to bond and interest fund from Warsaw.

Other claims included a $4,840.69 claim by payee IFA-Brownfields for The Gatke Project Renovation for the $140,000 non-forgivable loan; a $1,273.24 claim by payee IFA-Brownfields for the Gatke Project Renovation for a $35,000 forgivable loan; a $500 claim by payee Source One Insurance for redevelopment member bonds; and a $129,600 claim by payee Medtronic for a 2000 Warsaw economic development bond.

Redevelopment members are Savina Kralis, Charlie Smith, Tammy Rockey, Neal Carlson and Kyle Babcock.

The commission will meet again Jan. 8 at noon at city hall.
