Warsaw City Council Accepts Clerk-Treasurer's Resignation

Elaine Call has served as Warsaw's clerk-treasurer for the past 25 years and now she has decided to resign.
Call announced her decision to resign during Wednesday night's Warsaw City Council meeting.
City councilmen Joe Thallemer, Dan Hampton, Kyle Babcock, Charlie Smith and Jerry Patterson accepted the resignation. Councilman George Clemens and Jeff Grose were absent during the meeting.Call told the Times-Union she is resigning to spend more time with her family and grandchildren.
She has served as clerk-treasurer since January 1984, and now is looking forward to a new chapter in her life.
She will continue to serve in the seat until March 5 to complete year-end and annual reports.
Call said she submitted her letter of resignation two weeks ago to Warsaw Mayor Ernie Wiggins and Randy Girod, Kosciusko County GOP chairman.
A caucus will be Feb. 23 at 7 p.m. in the Warsaw City Council chambers to select someone to serve the remainder of Call's term, Girod told the Times-Union during a telephone interview Wednesday night.
Candidates interested in seeking the position must have resided in Warsaw for at least one year, and be 18 years old or older.
A candidate must file his or her declaration of candidacy for a vacant office to be filled by a political party caucus (form CEB-5) with Girod at least 72 hours before the caucus is scheduled to begin.
Form CEB-5 will be available from the Kosciusko County clerk's office beginning Friday.
The caucus will consist of the Republican precinct committeemen and women whose precincts are located within the city limit of Warsaw.
Notices of the time and place of the caucus will be mailed to Republican precinct committeemen and women on Feb. 1.
Call said she regrets resigning, but she feels it is the right thing for herself at this time.
"I want to take this opportunity to thank the citizens of Warsaw, the elected government representatives, with whom I have served for and with, and all my co-workers that I have been associated with through the years for making my years of service never a job, always a labor of love," Call said in her resignation letter.
During Wednesday night's meeting, Wiggins said Call will be missed.
"It has been an honor and pleasure to have come in with Elaine in 1984," Wiggins said.
Councilmen clapped and thanked Call for her service and gave her hugs after the meeting.
Also during the meeting, conflict of interest disclosure statements were approved for Wiggins, Call, Smith, Warsaw Building Commissioner Todd Slabaugh, Dave Tackett, Robert Gonzalez, Michael Wilson and Joseph Fretz.
In other business, the council approved a resolution to transfer cumulative capital improvement funds to the general fund; a resolution for investments and electronic fund transfers; and a resolution to transfer funds from the general fund to the general bond fund.
The council reviewed an activity report for 2009 for Warsaw Fire Department with 1,206 responses.
