Taxes: County gives more than it receives

Posted
A recent Indaina Fiscal Policy Institute report showed the relationship between the tax revenue generated in each county and the public expenditures each receives.

The Indiana Fiscal Policy Institute is a private, not-for-profit government research organization.

An introduction to the study states that the study "does not attempt to determine the flow of federal or local tax revenues in Indiana".

The study does account for 98 percent of all taxes collected by the state, including sales tax, the personal income tax, the corporate income tax and serveral others.

The other two percent of taxes collected were deemed "impossible to determine at the county level and were not considered."

The report states that 82.5 percent ($11.3 billion) of the taxes paid came from metropoliatan counties while they received 76.5 percent ($10.5 billion) in state expenditures.

According to the report, of the 92 counties in Indiana, only 22 paid more in taxes than they received in expenditures.

Vanderburgh County, which includes Evansville, led the state in per capita net tax payments.

Vanderburgh County's net taxes were $218,600,650.

In terms of per capita net tax payments, Kosciusko County ranks 10th.

Kosciusko County isn't considered to be a metropolitan county.

Per capita net tax payments are figured by subtracting the county's state expenditures from the state revenue then dividing that by the county's population.

Of the top 10 counties, only Kosciusko, Dubois and Steuben counties weren't considered metro counties.

Those are three counties which the report calls "exceptions" to the rule that metropoliatan counties were the donors of tax money while rural counties were on the receving end.

In the fiscal year of 2009, Kosciusko County paid more than it was given by the state by $27,445,476.

In terms of real dollars, that is higher than the smaller Dubois and Steuben counties.

So in that sense, Kosciusko County pays more in tax dollars than it receives more than any non-metropalitan county in the state.

According to the report, Kosciusko County's population is 76,275. The per capita income of the county is listed as $34,901.

That ranks 13th in the state.
