Carl Sowers has filed for Warsaw City Council District 5.
Sowers was one of five candidates to file for the District 5 seat during a caucus in December.
Diane Quance, who also has filed for the District 5 seat, was selected during the caucus by Kosciusko County Chairman Randy Girod to fill the seat that was vacated by Dan Hampton, who is prosecuting attorney.
Sowers also ran for the District 5 seat in 2003, when Bill Rhoades received the most votes.
If elected, Sowers said he would like to continue to work on the city streets and sidewalks.
He also would like to see tax incentives go to new tenants who use vacant buildings or storefronts.
He said he thinks it is important to listen to the voters in his district and give them a voice in city government.
"I am a person always looking outside the box. I have a lot to offer, and when I see something that needs to be done, I will attempt to see that it will happen," Sowers said.
Sowers is a Whitko High School graduate, and has been married to his wife, Laura, for 27 years. They have three children, and three grandchildren.
He has been employed at AkzoNobel, formerly Rohm and Haas, in productions for 25 years.
He has been involved with Cub Scouts at Lincoln School for 10 years, and served seven years as Cub master.
He had a dunk tank built for Cub Scouts to help the pack make money for scholarships for the Scouts.
He worked to bring the Cub Mobile to Warsaw, now in its 11th year.
He is an active member of Young Tiger Football, was instrumental in obtaining funds for Fribley Field on East Market Street, and is active on the City-County Athletic Complex board, raising fund for a marquis for the complex.
