Shaffner Elected Winona Council President, Recognizes Manahan For Service

WINONA LAKE – Winona Lake Town Council elected Bruce Shaffner to serve as council president during Tuesday night’s meeting.
Shaffner will replace John Boal, who previously served as president and resigned in March to take a job as vice president of advancement at College of Biblical Studies in Houston, Texas.
Philip Hood was elected vice president to fill the position vacated by Shaffner.
A caucus is Thursday at 7 p.m. at town hall to fill Boal’s Ward 2 seat. Denny Duncan and Terry Howie have filed a declaration of candidacy for the seat with Randy Girod, Kosciusko County GOP chairman.
In other business, the council approved a resolution to recognize Grace College President Dr. Ronald Manahan for his service to the town.
Grace College announced in March that Manahan will conclude his 20 years of service as president on commencement day on May 11.
Provost Dr. Bill Katip will accept the role of president for the institution following graduation May 12.
Manahan will be recognized with a proclamation May 6 at Westminister Hall  and the day is declared “Dr. Manahan Day.”
The council reviewed five demolition quotes for the Winona Lake lodge that needs to come down due to        mold issues. They approved a $7,650 contract with Chuck Shane Excavating for demolition.
Also approved was the council advertising for trash pickup bids. Bids will be accepted at the May meeting and the contract will be awarded in July.
Craig Allebach, town coordinator, informed the council the town received a $200,000 grant from the K21 Health Foundation for a limitless park that is a universally accessible playground and splash pad.
Upcoming Winona events include the Warsaw Police Department’s Victim Services 5K run and walk Saturday at 9 a.m. at the Winona Lake Park, and Community Tree Planting in Winona Lake Park May 4 from 9 a.m. to 1 p.m. The annual Winona Lake Volunteer Fire Department pancake breakfast is May 4 from 7 to a.m. at the fire station.
