North Manchester and Laketon Writing Interlocal Agreement

NORTH MANCHESTER – Though details are fluid for now, North Manchester is proceeding with an interlocal agreement with nearby Laketon.

On the general agreement of council members Wednesday, town attorney Matt Mize will draft the paperwork on the interlocal deal for North Manchester to provide sewer services to Laketon.

Costs for Laketon aren’t yet finalized, but the town needs to show it’s moving ahead in order to apply for certain grants, Chirag Patel, a project engineer with Wightman Petrie, told the council.

Wightman Petrie was involved in Laketon’s establishment of a regional sewer district last summer.

Under the agreement, North Manchester would treat flow from Laketon for a flat yearly fee. Patel cited a preliminary cost of $213,000, but said the towns could renegotiate every year.

North Manchester council members expressed approval for the prospect of trading excess treatment plant capacity for revenue.

“I think the general agreement is that we’re in favor of it, and we’re anxious to cooperate any way we can,” Council President Chris Garber said.

North Manchester is in the process of upgrading its treatment plan on the orders of the Indiana Department of Environmental Management. John Mugford, superintendent of public works, said it may come down to pulling four projects at once, and will present an updated timeline at next month’s meeting.

Also during the meeting, the council accepted a bid for summer street paving from Gaunt and Son Asphalt Inc. They were the only company who bid for patching projects, at a cost of $62.50 a ton for up to 500 tons of 12.5 mm mix; $65.90 a ton for up to 1,000 tons of 9.55 mm mix; and $3 a gallon for up to 500 gallons of tack coat.
