Five nonprofits presented their 2027 budget requests Tuesday to the county commissioners for a combined total of $254,618.
The county council will hear similar presentations at their future meeting, and then the commissioners will eventually approve an amount for each nonprofit to be included in their 2027 budget. The county council will then give final approval for the amounts during budget hearings this summer.
Cardinal Services Executive Director Marcie Arndt presented a request for $111,373. The 2026 amount received was $108,129.
Greg Steffe, Kosciusko County Historical Society, requested $23,230, the same as 2026.
The Beaman Home Executive Director April Slone requested $40,000, an increase from 2026’s $33,425.
The request from the Kosciusko County 4-H Council for 2027 was the same as 2026 - $46,590.
The final budget presentation was from David Neff, Kosciusko Community Senior Services, who requested $33,425, the same as 2026.
In other business, Kosciusko County Highway Department Superintendent Steve Moriarty presented an ordinance establishing a 20 mph speed limit on various roads in Enchanted Hills in Cromwell. The roads include Treasure Island, Raggedy Ann, Sir Gallahad and Pixie Parkway.
“And there’s multiple segments on there. Some of them have already been posted 20 mph, these are just ordinances cleaning them up, and the one on Treasure Island is new one for 20 mph,” he stated.
Commissioner Bob Conley said 20 mph signs don’t mean anything if there’s not an ordinance to support them.
The ordinance was approved.
The commissioners also approved:
• A lease agreement between the highway department and Owen Otto for the north stone pile on CR 1000W, just north of Ind. 19, as presented by Moriarty.
He said the property has been used for multiple years, but the property changed ownership to Owen Otto. The lease agreement is for 2026 to 2036 at $2,000 annually so the highway department can use the property to store its stone in the northern part of the county for the department’s chip and seal program.
• The 2027 rates for the annual interlocal agreements between the county and outlying police departments so the departments have the same access to information that the Kosciusko County Sheriff’s Office has, as requested by County Administrator Marsha McSherry.
The minimal rate amounts are $641.25 each for Claypool, Mentone, Milford, Pierceton and Silver Lake; $1,276.50 for each of the towns of North Webster and Winona Lake; $6,370 for Syracuse; $1,732.50 for Warsaw-Wayne Fire Territory; and $38,201.75 for the city of Warsaw.
McSherry said the rates are based on the number of actual vehicles that have access to that information.
• The reappointment of Tim Keyes to the Warsaw Community Public Library Board of Trustees, as presented by McSherry.
• A bid from Glosson Food Equipment for $8,988.06 for the replacement and installation of the garbage disposal and separator in the Kosciusko County Jail, as requested by McSherry.
The other bid was from Vanco for $10,297.64.
