Milford Looks At Parking, Leash Laws

MILFORD - Three ordinances were presented to the Milford Town Council Monday by town attorney Jay Rigdon.

Only one was approved, with the other two being tabled until next month.

Receiving approval was the ordinance banning parking on Catherine Street between its intersection with Main Street and its intersection with Shaffer Street.

Regarding the second ordinance presented, last month Rigdon was asked by the council to look at leash laws and what the town could regulate. Leesburg and Etna Green have similar ordinances restricting dogs from running at large (off premise without a control mechanism). Warsaw, meanwhile, he said, restrains all animals from running loose.

"It is a violation of their code," he said, whether those animals are dogs, cats, elephants or hamsters.

Rigdon handed out to the councilmen a draft of an ordinance prohibiting dogs from running at large within the town limits. He said the draft was a starting point for discussion and the council could modifiy it.

It was tabled to the June meeting.

The last ordinance Rigdon presented to the council allowed the authorization of bonding for the town's new sewer treatment plant project. No action was needed, he said, as the ordinance was just for introduction Monday and will be considered at June's meeting. As part of the ordinance, the maximum estimated cost for the project is provided at $1.5 million.

"No one at this point expects to have to borrow $1.5 million," Rigdon told the council.

Dallas Winchester, utilities superintendent, said the Indiana Department of Environmental Management has reviewed the town's plans for the project and has sent back requests for revisions. Those requests were submitted to Jones & Henry, the town's engineers for the project, for the revisions to be made. Once the plans are redrawn, Jones & Henry will submit them to the state.

Some of the revisions were items that had been overlooked, while others were other items Winchester said they thought they might have to have but were uncertain about or didn't know they would be required to have.

In other business, the council:

• Heard the fire department had 13 runs last month - one small structure fire, six grass fires, four accidents and two miscellaneous runs.

• Approved the bid from Veach & Sons for Corey Veach to mow the grass at Waubee Lake Park for $115 per mowing.

• Approved Town Marshal Dave Hobbs' request to buy ammunition that will last 2-1/2 years for $2,200.

• Approved an ordinance dispensing with the ordinance rules for garage sales for Memorial Day weekend and MilfordFest weekend this year.

• Heard the Memorial Day Parade will begin at 10 a.m. with line-up at 9 a.m.

• Heard the town cleanup will be in the fall this year, sometime in September.

Members of the Milford Town Council are chairman John Lehman, Douglas Ruch and Bob Phillips. They meet at 7 p.m. in the town hall, Milford, on the second Monday of every month.
