Manchester Council Annexes, Rezones Land For Housing Development

NORTH MANCHESTER – At Wednesday night's meeting, the North Manchester Council approved two ordinances on first reading to annex and rezone a 2.01-acre parcel of land, adjacent to town limits, into the town.
Council voted to rezone the land from agricultural to low-density multi-family (LDMF) to allow for an apartment complex on the property at 1104 E. Ind. 114, next to Fellowship Apartments.
Keller Development Inc., Fort Wayne, is working on securing funding for the complex, which will consist of 48 units with two bedrooms and 1.5 baths. The housing will be income-based, as tenants must make no more than 80% of the local median income.
For an individual, that would be a yearly income of $50,000 or less; for a four-person household, that would be $71,000 or less.
Construction is expected to begin in summer 2027 and conclude in fall 2028.
Council held a public hearing for the annexation. No public comment was heard.
In other business, council approved funding requests from the Wabash County Diversity Coalition and Manchester Alive for $10,000 and $15,000, respectively.
Council also:
• Heard a $10,000 funding request from the North Manchester Center for History.
• Approved special alcohol allowances for the American Legion and Ogan's Landing on July 30 and Aug. 1, for events occurring during the town's four-day festival.
• Approved annual tax abatements for Strauss Feeds, Precision Medical Technologies and HF Group.
• Approved eliminating dormant funds for court costs and user fees and redistributing the remaining balances of $198.75 and $1,275 in those funds to the ordinance enforcement expenses fund.
• Approved a town docket of $798,582.87 and a utilities docket of $634,207.66.
Council will next meet at 7 p.m. June 3.
