A letter of credit for Jackson Development was set Friday by the Warsaw Board of Works at 20 percent of infrastructure costs, or $50,000, as recommended by city planner Jeff Noffsinger.
Noffsinger explained to Board of Works members, who approved the recommendation, that two-thirds of the infrastructure is complete at Pheasant Ridge subdivision and has an expected completion date of June 2002.
Board member Charlie Smith said he was surprised at the low percentage, saying it's usually higher, often 100 percent for most developers to make sure the work is completed.
Pheasant Ridge subdivision, off Ranch Road, is platted for 80 lots, with 24 lots under development in Phase I. It is the first residential development within Warsaw in a decade.
Noffsinger said the work is being done according to city specifications and has been overseen by public works director Lacy Francis.
A memo from fire chief Matt Warren indicated all firefighters have completed a physical competency test, except one man on medical leave. Warren's completion time was given as 3:02, which is about average.
A travel request for Warren to attend the first Indiana Fire Service Summit in Indianapolis was approved.
Assistant chief Jon Swoverland appeared before the board with a request to add safety glasses to the clothing allowance list, which was approved. The department is recommending Oakley M Frames safety glasses, available at a cost of $39 each.
The board heard that a police department grant to invite Denise Brown as a speaker for the department's Victim's Assistance Program was denied. A letter asking for donations to cover the $9,000 speaking fees has been drafted and approved.
Foster said the letters, signed by Mayor Ernie Wiggins, would be sent countywide. Smith recommended to Chief Steve Foster that he submit a grant application to the K21 Foundation, too.
Denise Brown is the sister of Nicole Brown, slain wife of actor and former NFL player O.J. Simpson. Brown and Simpson had a history of domestic violence that ended when she was killed. A jury found Simpson innocent of his wife's murder; a civil court found him guilty.
The board approved placement of a one-page city of Warsaw advertisement in the Convention and Visitors Bureau's 2002 "Lakes, Legends and Lore" vacation planner, at a cost of $1,684.
Board member Jerry Patterson asked about the progress of placing U.S. flags on street light posts. Wiggins said he is still checking on the flags, which would be 18 by 36 inches if placed on the ornamental lights. Patterson said he is anxious to see them displayed.
Board of Works members are Wiggins, Patterson and Smith. The board meets every first and third Friday in council chambers at city hall.
