Lakeland Sewer Receives More Easements, Can Proceed with Loan

NORTH WEBSTER – Lakeland Regional Sewer District has received 80 percent of its requested easement agreements, district board President Dave Doctor said this week.
The district received more than 100 agreements since its September meeting, when the board had heard that about 600 residents had not responded to easement requests. Doctor said Tuesday he expects to reach 90 percent by the end of November or possibly this month.
In addition, the district received land for the third of three pump stations.
The 80 percent mark allows the district to proceed with a $23.59 million loan from the U.S. Department of Agriculture for installation of the sewer system. The loan was approved in 2010 and its interest rate is guaranteed to not exceed 4 percent, Doctor said.
Final project designs are expected to be finished by the end of the month and will then be submitted to the state and the USDA for review. The district will seek contractor bids for infrastructure and plant work after that.
Doctor added that questions asked by residents at the Oct. 4 meeting centered on the placement of grinder pumps, which is what the district requested easements for.
The district will send letters to residents containing an aerial photograph of their property with the proposed location of the grinder pump marked. The pump location is negotiable, though, and the contractor will mark the spot with a stake, Doctor said.
