Kosciusko County Sheriff’s Office civilian employee Marcia Hollinger has announced she will be retiring at the end of 2026.
Her retirement was announced at a merit board meeting Thursday.
Hollinger has worked as a civilian employee for 29 years at KCSO. She has served the community through her job under five different sheriffs: Al Rovenstine, Aaron Rovenstine, Rocky Goshert, Kyle Dukes and Jim Smith.
KCSO has hired Lillian Tyler into a temporary role to learn as much as possible from Hollinger before she moves on to retirement. Once Hollinger retires, Tyler will take over her role.
First Source Bank
Matthew Lowe, portfolio manager, recently took over the pension account for retired officers at First Source Bank.
Lowe stressed under his new oversight, the account has started valuing value over growth and began investing in international markets, which has allowed noticeable growth from the account. Lowe reported the account has caught up to “strong performance,” and he "expects it to continue."
When asked about the future, Lowe said, “The crystal ball probably goes out about six to 12 months. Anything beyond that anything can happen … In the next six months, I would expect a bit of ball tilting; we’re starting to see that … The stock market being priced as it is opens the door to further volatility … but within the next 12 months we’re going to see a lot of economic growth …”
Indiana Senate Bill 76 Compliance
The Kosciusko County Jail staff are currently trying to determine what they will need to do to be in compliance with Indiana Senate Bill 76, which was signed by Gov. Mike Braun on March 5. This law places requirements on public institutions and requires they comply with U.S. Immigration and Customs Enforcement (ICE) requests.
KCJ is working with the Indiana Sheriffs’ Association to determine whether the listed criteria are for all jails or just those who have signed an agreement with ICE.
Jail Commander Lt. Kevin Gelbaugh said, “If we have to meet what they’re saying … we’re going to have our hands full. It will be a lot of work to get going, because it is a lot of things we have to do to meet the federal criteria for that.”

• Jail Chemical Addiction Program (JCAP) graduation will be at 2 p.m. Friday, July 10.
• KCSO will soon record the first episode of their podcast, "More Coffee than Donuts." Greg Steffe, president of the Kosciusko County Historical Society, will be their first guest.
• New K-9 officer Creme has been involved in three fentanyl arrests in the last three weeks.
• New video boards have been installed in the jail lobby. These boards will show division photos, videos, provide information about the jail and more.
• KCSO officers will be using a new app to keep track of policies and procedures. This app will also be tied via AI to the app officers use to track their mental health.
• Micah Mansfield and Peyton Hendrix are currently undergoing week 10 at the police academy.
• The next KCSO Merit Board meeting will be at 11:30 a.m. July 27 and preceded by an executive meeting. No meeting will be held in August.
