Hoffman was awarded the job of transporting sludge from the old plant to the Fort Wayne municipal lagoon system at $0.65 per gallon.
The board also gave permission for the fire department to take the 1912 American LaFrance fire truck to out-of-county parades and musters with a memo to the mayor's office instead of asking formal permission to attend each event.
Fire Chief Matt Warren said the vehicle is the oldest owned by any fire department in the state.
It will be in the Bourbon Sesquicentennial parade and the Ligonier Fire Truck Muster.
The fire department's purchase of a flash over chamber from Swede Survival Systems and a burn building from Fire Facilities Inc. Funding for the units will come from a FEMA grant.
