WINONA LAKE – Terry Howie was elected to fill the remainder of John Boal’s term for the Winona Lake Town Council Ward 2 seat during a caucus Thursday night.
Denny Duncan also ran for the seat.
Howie will fill the remainder of Boal’s term, which runs until Dec. 31, 2015.
Boal announced during the council’s March 19 meeting he was resigning to take a job as vice president of advancement at College of Biblical Studies in Houston, Texas.
Randy Girod, Kosciusko County Republican chairman, said although Duncan did not win, he won the respect, admiration and appreciation for running. Girod encouraged Duncan to continue to be civic minded and seek office again.
Howie previously served in the Ward 2 seat for a four-year term from 2008 to 2011. He served as council president in 2009 and 2010.
Howie was elected Thursday night by three precinct committee members: Lynn Howie, Janice Workman and Mark Nunez. Committee member Karen Wildman was absent during the caucus.
Howie will join councilmen Greg Winn, Philip Hood, Randy Swanson and Bruce Shaffner.
Howie, owner of Howie Heating & Cooling, came to Winona Lake in 1964 as a student at Grace College and received his degree, and spent three years in the Grace Seminary program.
He raised his family in Winona Lake, and has been affiliated with the town for 49 years.
He worked for Grace College for 23 years and served on the Winona Lake Police Department for 25 years, serving as town marshal and as a police officer.
During several of his years of employment in Winona Lake, he served as building commissioner. He also served as a volunteer Winona Lake firefighter.
Upon his retirement from the police department, people asked if he would consider running for the town council, but at that time declined to do so.
After he retired from the police department, he ran for town council and was elected to serve for four years.
“During that time we accomplished many things and saw the extention of the greenway,” Howie said.
Howie said he has been in business for 41 years and based his business in Winona Lake.
“Being around town for 40 some years, I’ve learned a lot about the town, the history of the town and the infrastructure,” Howie said.
Howie said in serving on the town council previously he learned a lot as well.
He said he appreciated town residents who had questions and came to the meetings to address their concerns.
“I look forward to working with the town council and residents to better the town and keep things going well and do the best I can,” Howie said.
