Hearing Officer Reviews Unsafe Warsaw Properties

Posted
Hearing Officer Lawrence Clifford Monday reviewed two Warsaw properties that have been named unsafe by the city.

Clifford previously reviewed the properties during an Oct. 20 hearing at city hall.

Properties that have been named unsafe by the city include property previously occupied by Jeanine Kinsey at 415 N. Cook St. and property currently occupied by William Kelly, 614 E. Center St.

At the October hearing, Clifford ordered Kinsey to demolish an unsafe garage at the Cook Street property.Monday, Kinsey said she had not been able to get the garage demolished due to lack of funds and her relative's poor health. She said she is expecting a tax return in March or April and will use the funds to have the garage demolished.

Kinsey requested a six-month extension to allow her time to have the garage demolished. Clifford ordered that Kinsey has until April 20 at noon to have the garage demolished and hauled away.

A hearing for the property was scheduled again for April 20 at 1:30 p.m. at city hall to continue discussion.

Clifford said, if the issue was not resolved at that time, a $1,000 civil penalty will be imposed on Kinsey.

Building Commissioner Todd Slabaugh provided an update on Kelly's property.

He said vinyl siding has been placed on the house, the front porch has been taken off, and old gutters have been taken down.

He said Kelly is now 80 percent in compliance, but the home still needs to be painted.

Clifford reset the hearing for Feb. 17 at 1:30 p.m.
