Hearing Officer Reviews Non-Compliant Warsaw Properties

Hearing Officer Lawrence Clifford Monday reviewed four properties that have compliance issues and four properties that have been brought into compliance.
Clifford reviewed a property owned by Adessa Williams at 2119 Hendricks St.
Todd Slabaugh, building commissioner, said Williams is now 50 percent in compliance. There previously was a walker, furniture and appliances in the yard.
Williams said he is in the process of cleaning up the yard and collected items from auctions to sell and to supplement his retirement. He said he has been trying to remove items, but his 1995 truck broke down and his neighbor has agreed to help him clean up the property.
“You’ve taken your property and made it into a junkyard,” Clifford said. “Anyone riding on a speedy horse can see it’s a junkyard and that is unacceptable.”
Clifford gave Williams until Dec. 29 to get the property cleaned up and the city will do an inspection of the property.
Clifford also reviewed properties at 800 and 802 E. Center St., owned by Roberta Rose.
Rose said her contractor is working on raising the porch at 800 E. Center St.
Slabaugh said the property is 75 percent compliant. He said there is an abandoned and unplated vehicle at the property that is in violation of the city’s abandoned vehicle ordinance that needs to be removed.
Vehicles must be licensed and plated according to city ordinance.
Rose said it is her husband’s vehicle and she will have it removed.
Clifford reset the hearing for Feb. 16.
Clifford reviewed the property at 202 S. Union St., owned by Raul Ramos, that still needs to be sided. The city has been reviewing the property since September 2013 and during Monday’s hearing Clifford issued a $1,000 civil penalty for failing to comply to entirely clean up the property. The city will determine if it will issue the fine.
“I hate to see this stall. It’s been over a year,” Clifford said.
A property at 410 W. Winona Ave., owned by Evelia Vega, was reviewed where there are television, tires, and a wheel barrow in the yard. Clifford reset the hearing for Feb. 16.
Homes that were brought into compliance were: Rich Miotto’s at 116 S. Sherman St.; Kim Leasure, 223 W. Jefferson St.; and Terry and Connie Holzheuer at 1410 E. Center St. and 513 E. Market St.
