Hearing Officer Lawrence Clifford Monday ordered the demolition of a Warsaw property that was deemed unsafe by the city. The home is at 832 E. Market St., east of Fribley Field, and owned by Ralph Fitch. He attended the hearing as did tenant Angela Weaver. Clifford reviewed the property during a Sept. 15 hearing after he and Building Commissioner Todd Slabaugh inspected the home. Slabaugh said issues with the home are a major foundation failure, the soils are swampy at the site, there are issues with fallen plaster and deteriorating flooring, and the roof is deteriorating. Kosciusko County Health Department has condemned the home for fleas, Slabaugh said. Slabaugh said the city will wait for a contractor before the home is demolished. Fitch said he would like more time to work on repairs to the home, but Clifford ordered demolition. Also during the hearing, Clifford reset hearings for properties for Nov. 17 at 1:30 p.m. at city hall including the home of Rich Miotto, 116 S. Sherman St. There is an issue with a truck that has sat on his property for an extended period of time that Miotto says he uses in the winter, and there is a boat and trailer that is not plated. Miotto was advised to put the battery back in the vehicle and have it operable. Clifford said the boat and trailer need to be plated, and the water heater and mowing equipment that is stored inside the boat needs to be removed. Another home where the hearing was reset was the home owned by Kim Leasure, 223 W. Jefferson St. It needs repairs including covering of electrical wiring, new door knobs and locks, and downstairs walls need to be scraped and painted. Properties at 800 and 802 E. Center St., owned by Roberta Rose, also were reviewed and a Nov. 17 hearing was re-set. There is an issue with deteriorating porch steps that need to be replaced. The home at 513 E. Market St., owned by Terry and Connie Holzheuer, needs to have the rotted porch, facia and windows replaced. The home at 1410 E. Center St., also owned by Terry and Connie Holzheuer, needs to be repaired including the roof and siding.
