City Reviews Non-Profit Budget Requests

Warsaw City Council Monday reviewed non-profit budget requests for 2016.
Animal Welfare League of Kosciusko County is requesting $18,999.96, the same amount it requested in 2015.
Darla McCammon, AWL executive director, said the shelter has purchased property on U.S. 30 and CR 325. She requested the city consider donating landscaping that would be by a sign that says “The Animal Welfare League Welcomes You To Warsaw.”
Center for Lakes & Streams at Grace College is requesting $10,000. The organization requested $5,000 for 2015.
The increase is for logjam removal on Tippecanoe River to reduce flooding risk; algae toxin analysis on Pike, Center and Winona lakes; local stream sampling to determine what is entering the lakes; and an economic impact assessment of lakes and streams in the community.
City-County Athletic Complex is requesting $31,000. It requested the same amount for 2015.
Kosciusko Area Bus Services is requesting $18,500 and another $10,000 to replace a bus. KABS requested $18,500 last year.
Kosciusko Community Senior Services is requesting $15,000. This is a first-time request. The organization delivers mobile meals for Warsaw senior citizens and provides van transportation for over 5,000 medical appointments to Kosciusko Community Hospital and other facilities.
Kosciusko Economic Development Corp. is requesting $55,000. It requested $50,000 for 2015. The business is wanting to move its offices out of its existing facility, according to George Robinson, KEDCo. president.
Warsaw Community Development Corp. is requesting $17,500 for next year. It requested $12,600 for this year.
Mark Dobson, Kosciusko County Chamber president, said the increase in funding is for two programs including a second- and third-floor characterization study.
“We have a lot of vacant second and third floor (space) and are working with Indiana Landmarks to characterize the building to made sure they’re developable,” Dobson said.
The other study is a market study of downtown.
“We know the C-4 district is a great place to do business, but we want to back that up with stats and data and show what the market potential would be for business,” Dobson said.
Warsaw Housing Authority is requesting $30,000. The organization requested the same amount for 2015.
City department budgets for human resources, mayor, clerk-treasurer and council also were reviewed.
Human resources is requesting $206,484 for next year. It requested $176,310 for this year.
Mayor’s office is requesting $152,472. It requested $144,087 for 2015.
Clerk-treasurer’s office is requesting $167,587. It requested $165,697 for this year.
Council is requesting $1,189,164 for 2016. It requested $1,221,306 for this year.
The other city department budgets will be reviewed at 6 p.m. Aug. 17.
Other budgets reviewed were cumulative capital development. The proposed budget for 2016 is $500,000, the same amount requested for 2015; cumulative capital improvement budget is being proposed next year at $65,000 and was $65,000 this year; the general bond budget and the riverboat budget is being proposed at $150,000 and was proposed at $100,000 for 2015.
