City Council Adopts 2013 Budget, Tax Rate Ordinance

Warsaw City Council adopted its 2013 budget Monday night.

The budget will be submitted to the Indiana Department of Local Government Finance.

The budget for 2013 is proposed at $25,027,268.

The 1782 Notice is expected to come to the city in December, according to Joe Thallemer, Warsaw mayor.

Based on a 1782 Notice the city receives from the Department of Local Government Finance, it will decide possible cuts to the 2013 budget at that time.

The 1782 Notice is a preliminary budget determination, and not a final budget certification.

The city will have 10 calendar days to review the notice and make budget revisions.

The council met with city department heads Monday night.

“We won’t trim the budget tonight but prepare for the 1782 Notice and potential cuts when we get the budget numbers back from the DLGF,” Thallemer said.

There is approximately $1.4 million in line two cuts that will be proposed at the Nov. 5 council meeting.

Line two cuts are cuts from the 2012 budget that is money that will not be spent and can improve the city’s position to not raise tax levels.

The city will look at options for line two cuts for the Warsaw-Wayne Township Fire Territory budget.

The police department is wanting to purchase five police cars in 2013. The city will need to decide the amount of vehicles it will allow the department to purchase.

The city discussed the possibility of a $67,000 cut for the street department to build a cold storage building to store its equipment. Also discussed was possible lease options on a garbage truck and a one-ton dump truck for the street department.

In other business, the council approved a 2013 appropriations and tax rate ordinance.

The total property tax levy is $11,434,483. The total tax rate is 1.4054.
