Warsaw City Council Monday approved a parking ordinance on second reading and the continuation of tax abatements for DePuy Orthopedics. The council approved an ordinance on second reading to allow parking from 8 a.m. to 5 p.m. and handicapped parking. The parking ordinance applies to either side of Main Street from Lake to Buffalo Street; either side of Center Street from Washington to High Street; either side of Market Street from Lake to Indiana Street; north side of Market Street from Washington to Lake Street; either side of Lake Street from Main Street to the first alley south of Center Street; the west side of Lake Street from the first alley south of Center Street to Market Street. Also included in the ordinance is either side of Buffalo Street from Main Street to the first alley south of Market Street; and either side of Indiana Street from the first alley south of Main to Market Street. City lots designated for free daily parking with no time limitations are portions of the main city lot between Buffalo Street and Indiana Street and north of Jefferson Street. Council member Elaine Call made the motion to approve the parking ordinance on second reading, seconded by councilman Charlie Smith. Councilman Jerry Frush voted against the ordinance because he wanted to continue to see two-hour parking in front of the Kosciusko County Historical Society. There will be unlimited parking spaces in front of the jail museum and 15 to 16 spaces created as additional unlimited parking spaces to be used by museum visitors, according to City Planner Jeremy Skinner. On Aug. 15, the council will review an amendment to the parking ordinance to keep two-hour parking spaces north of Tower Bank on Main Street. The council approved continuing a tax abatement from 2008 for DePuy Orthopedics. This year is the fourth year of the abatement. DePuy was granted a 10-year personal property abatement for new manufacturing equipment at 700 and 715 Orthopedics Drive.
