BOW Swears In New Police Officer, OKs Vehicle Purchases

Several Warsaw Police Department items were taken care of Friday by the Warsaw Board of Public Works and Safety. Samuel Weaver was sworn in as a WPD officer during Friday’s meeting. Mayor Joe Thallemer swore him in, and the board approved his bi-weekly salary of $1,757.40. The board also approved a bi-weekly salary of $1,740 for WPD patrol officer Benjamin Gifford. It approved the purchase of two Chevy Caprice vehicles from Lakeside Chevrolet at $27,859 each for a total of $55,718. They will replace vehicles that were damaged in an accident. The board also approved an agreement between Warsaw Police Department and Warsaw Community School Corp. for school resource officers. The Warsaw School Board approved the same agreement at its July public works session. Four regularly employed police officers will serve in the following manner: two SROs who are qualified DARE instructors; two additional SROs who are qualified DARE instructors; and an additional officer for crossing guard duties. The board also approved a contract between Warsaw and Civic Plus, the city’s website developer and host, to develop a mobile app for the city. Staci Young, assistant to the mayor, attended the meeting and said the app will allow citizens to submit requests and concerns. It also will provide job listings and applications, meeting agendas and minutes, city calendars and parks and recreation event listings. The board also approved a contract between the city and BoardPaq, a software provider, for developing an electronic format for board meeting packets. Electronic packets will be provided through an Internet-based program. Each board member will have their own account and they will be able to make notes within their packets and search through archived meetings. Young said the city goes through a lot of paper, resources and time to distribute paper packets for meetings, and going to a paperless format will streamline costs and be more accessible. The board also approved: • Parking facility leases between the city and Stephen and Carla Harris and Philip and Maxine Harris. • A $249,125 contract with Pyramid Equipment for a side-load garbage truck for the street department. • Closing Fort Wayne, Indiana and Main streets for a Cubmobile Race on Sept. 26 from 6 a.m. to 1 p.m. • An annual agreement with the YMCA for the city’s corporate membership. • A $1,000 grant for Kosciusko REMC Operation Round-Up for Family Safety Day. • A $4,950 contract with Hoffman Outdoor Power Equipment Inc. for a mower for Warsaw Parks Department. • An additional $11,000 payment from the original $9,000 to A & Z Engineering for Market Street construction administration services. During the reconstruction of Market Street, various grade issues have required additional engineering in order to adequately provide design changes, according to Jeremy Skinner, city planner. • A $1,075 agreement with Center for Lakes and Streams at Grace College for 2015 Kelly Park water testing. • A $20,000 contract between the city and SELG Construction Company for the stormline by Center Lake to be repaired. • An agreement between Board of Works and American Structurepoint for engineering services for the Buffalo Street reconstruction project. • A $27,937 agreement between Weaver Consultants Group and the city for removal of underground storage tanks and soil assesment at WPD.
