Warsaw Board of Public Works and Safety rejected bids and approved rebidding the Center Street Pump Station force main project during Friday’s meeting. The city received bids from four contractors for the project, but the base and alternate bids came in significantly higher than the engineer’s estimate for the project. Upon review of the bids submitted, Jones & Henry Engineers had two concerns about the bids including the bids being too high, and the lack of bidders on the project. In other business, the board approved Warsaw Police Department purchasing six bullet proof vests. At the June 3 meeting the board approved the police department applying for funds through the Bureau of Justice Assistance for funding to pay for 50 percent of the cost of the bulletproof vests for law enforcement officers. The bureau was awarded $3,134.36 in funds. Warsaw would be required to match the amount awarded and the police department appropriates the funds in its budget. The council also approved WPD receiving grant funding for the Kosciusko County Traffic Safety Partnership. The program is part of Operation Pull Over and pays overtime to officers to enforce seat belt, child restraint, and impaired driving laws. The program received $53,000 and those funds will be distributed to law enforcement agencies in Kosciusko County. WPD’s portion will be $12,000. The board approved WPD accepting $7,000 in funding from the National Highway Traffic Safety Administration for overtime for officers to enforce impaired driving laws. The board approved WPD accepting $12,000 from the Indiana Criminal Justice Institute to pay overtime for officers to investigate impaired driving fatal or serious bodily injury crashes. The board also approved WPD purchasing a CLEAR Law Enforcement Database. The cost for the service is $187 per month. The system is designed for investigators and provides nationwide data from criminal and court records, including comprehensive cell phone and Department of Motor Vehicles, utilities and property data, as well as social network information. In other business due to an error with the city’s wastewater payment office meter readings the city agreed to reimburse $23,545.29 to Ramada Inn for its wastewater bill. The 2517 Building had been charged from the meter readings of the hotel and one of the hotel accounts was being charged as a compound meter (the total of three meters.) The board also approved two change orders for the Parker /Argonne Road construction project. The board approved a one-year evaluation salary for Craig Malott as a refuse collector for the street department at $14.72 bi-weekly. The board approved a $550 contract between the city and Kosciusko County Convention & Visitors Bureau for the city to advertise in the 2012 KCCVB visitor guide. Several street closures were approved for the Nov. 5 Mayflower 5K Run, Walk for Kosciusko Community Hospital including Harrison, Sheridan, Cook, and Arthur streets. The board approved a $5,345 contract between Warsaw Parks Department and TruGreen Lawn Care for tree and shrub care at Central, Kiddieland, and McKinley Parks.
