BOW Approves Warsaw Police Grant Requests

Warsaw Board of Public Works and Safety approved the Warsaw Police Department to apply for several grants for 2008 during Friday's meeting.

The board approved WPD applying for an Operation Pull Over and Big City/County Seat Belt Enforcement grant.The National Highway Transportation Safety Administration provides the federal funds for the grant. The funds are administered and distributed to qualifying agencies through the Indiana Criminal Justice Institute. The grant is a selective enforcement grant that pays officers overtime to primarily target those not wearing their safety belts, and drivers who are impaired and have child restraint violations.

The grant is approximately $53,000. WPD's portion is $12,000.

The board also approved WPD to apply for a Dangerous Driving grant for 2008.

The grant will allow Warsaw and the Winona Lake Police Departments to combat aggressive driving, red light running and speeding. The grant will pay for officer's overtime for selective enforcement on U.S. 30 through Kosciusko County. The grant is approximately $32,000, and WPD's portion is approximately $19,200.

The board also approved WPD to apply for a DUI Taskforce Indiana grant for 2008 to combat impaired driving. The grant will allow officers to be paid for overtime at selective patrols and sobriety checkpoints in the detection and apprehension of impaired drivers. The grant is for $30,000 with WPD's portion being $10,000.

Another grant for the WPD that was approved for the department to apply for was a Kosciusko County Fatal Alcohol Crash Team grant for 2008.

The team is an enforcement effort between law enforcement agencies within Kosciusko County to investigate and prosecute fatality and serious bodily injury traffic accidents that involve alcohol, drugs and reckless driving.

The grant will pay for officer's overtime, specialized equipment and advanced training. The grant is for approximately $73,000. WPD's portion will be approximately $20,000.

The board also:

n Approved a request from WPD for its Victim Service Program to apply for a Kosciusko REMC Operation Round Up Fund grant. The grant will allow the program to bring a keynote speaker to Warsaw in October during National Domestic Violence Awareness Month.

n Tabled a request from the Warsaw Street Department for contracts with Packerton Land Company doing business as Kosciusko County Landfill.

n Approved a request from the building and planning department to submit a claim voucher to the Indiana Department of Transportation for reimbursement of services as part of the Transportation Enhancement Grant. The reimbursement is for 80 percent of the construction supervision services provided by Paul I. Cripe Inc. from June 9 through July 13.

n Approved a $678.74 voucher to Cripe for construction inspection and professional services for the Lake City Greenway project.

n Approved an amended rate schedule for the building and planning department for engineers, scientists and office services.

n Approved an in lieu of annexation agreement between the planning department and Miller's Merry Manor.

Miller's Merry Manor will pay the city an amount equal to 50 percent of the taxes it would pay to the city if it were annexed to the city. The payments must be made on the first Monday in May and the first Monday in November.

n Approved a request from the clerk's office for a $1,925 contract between the office and Komputrol Software Systems for budget, asset and investment software.

n Approved a $19,475 contract between the Warsaw Parks Department and ConmorTempInc. for installation of rooftop heating and air conditioning units for the Pete Thorn Youth Center.

n Approved a $900 contract between the Warsaw Parks Department and Vocal Chaos for the Friday evening concert series.

n Approved six travel requests for the Waste Water Treatment Utility facility and fire and police departments.
