BOW Approves City Applying For Grants For East Market Street, CR 300N Sidepaths

Warsaw Board of Public Works and Safety Thursday approved the city applying for grants to create sidepaths on East Market Street and on CR 300N in Warsaw. The board approved a request for the city to apply for a $500,000 grant through the K21 Health Foundation for the construction of a new sidepath and sidewalk on East Market Street. The sidepath will be 10 feet wide on the south side of the street and be designed with safety for users of all age groups as the highest priority. The sidewalk will replace the deteriorating sidewalk on the north side. The project is being planned to coincide with reconstruction of Market Street and also will include other grant requests for accompanying amenities such as street trees and informational signage. The board also approved the city applying for a $150,000 grant from the Indiana Department of Natural Resources to construct a 10 foot sidepath on CR 300N. The trail will stretch from residential developments on Sheldon Street, crossing the Tippecanoe River on the newly widened bridge and connecting to Madison Elementary School and the Warsaw Tech Park on Silveus Crossing. Also during the meeting the board approved a declaration of emergency repairs for a 24-inch sewer line to be extended north from Hickory at Main Street to Fort Wayne Street. Theresa Sailor, stormwater coordinator, said there is a sink hole that needs to be fixed. The stormwater utility department will solicit two quotes if needed for construction activities to solve the problem. If it is determined that there is not an emergency, the city will request ratification of a contract prior to construction for non-emergency work at the next board meeting. Additional investigation will determine the immediacy of the problem as well as the appropriate course of action. The board also approved: • Removing the Noah’s Ark playground equipment that is dilapidated at Kiddieland Park to eliminate safety concerns. • A $330 annual license agreement between the city and Warsaw Parks Department for the city to utilize copyrighted music for programs, concerts and events. • The board approved the city purchasing event cancellation insurance for the parks department’s classic rock and country concerts. The policy will offer $32,000 of coverage for the classic rock concert and $33,000 for the country concert, and allows for claims to be filed for expenses associated with the concerts if poor weather or an incident causes cancellation of the event. • A facility rental agreement with Warsaw Community Schools and the city for use of Lakeview Middle School auditorium as a rain location for the 10-week Central Park concert series and blues and barbecue concert. • Oakwood Cemetery’s purchase of a $45,999 Bobcat all-wheel steer loader from Bobcat, Warsaw, and a $5,835.30 contract with MC Custom for the cemetery to receive repairs to its preacher stand roof. • Bi-weekly salaries of $1,705.89 for Warsaw Police Department patrol officers Ryan Coble and Joshua Lawson. They will be sworn in at the next Board of Works meeting. Mike Brubaker, Warsaw-Wayne Township fire chief, informed the board that all three tornado sirens have been tested and work, though the tornado siren at Station 1 at 109 E. Main St. does not rotate.
