Apartment Owner Fined By City

John Call did not appear before Warsaw code enforcement hearing officer Lawrence Clifford again and was subsequently fined $5,000 for willful failure to comply with a prior notice.

Call, of Syracuse, is the owner of Glen Terrace Apartments, which have a host of code violations levied against them dating from December 1999.

The apartments, consisting of six buildings with eight units per building, were vacated through condemnation in June 2000.

Glen Terrace was built with a 50-year low-interest federal loan, specifying that low-income tenants rent the apartments.

Fines of $1,000 each were levied against the buildings addressed 636, 641, 653, 665 and 677 Walter Way.

Call was in receipt of a hand-delivered notice as well as a notice sent by registered mail. According to Jeff Noffsinger, city planner, Call called Thursday to confirm the day and time of the hearing, saying he would attend.

"Our conversation was positive," Noffsinger said. "We were willing to work with him - that has been the plan all along."

Clifford waited 15 minutes before opening the hearing in the hopes Call would arrive, saying perhaps the traffic at 1:30 p.m. was holding the man back.

As the fines were rendered it was noted several of the buildings had doors kicked in and fire extinguishers missing.

There were no other respondents to come before the board.
