Councilman Tom Anglin said goodbye Thursday after 38 years in county government. Anglin reflected on the number of council members – 24 – and auditors – seven – who have come and gone in his four decades, and thanked current Kosciusko officials for the job they’ve done. County commissioners Bob Conley and Ron Truex came forward to thank him for the time he put in. Anglin received a plaque recognizing his service and applause from the audience at the end of the council meeting. “It’s been a great 38 years. I hate to leave, but I’m not walking away discouraged,” Anglin said. “Thank you everyone.” Also during the meeting, council members gave the nod to County Sheriff Rocky Goshert’s promotion of a deputy to evidence technician at the rank of sergeant. Detective Inspector Josh Spangle has been performing the duties of evidence technician since first receiving training in 2001, Goshert noted, and the task has become big enough that it’s moving toward a fulltime position. Spangle will be in charge of both the drug and investigation evidence rooms. It’s a critical job, Goshert told council members, with proper collection and handling of DNA, fingerprint and physical evidence vital to pursuing convictions in criminal trials. “One of the big problem areas in every law enforcement department is evidence,” he said. “It’s become a position we do need, considering the growth in criminal and drug investigation we’ve been doing.” And council approved a number of fund transfers, including $21,000 from housekeeping supervisor, currently a vacant position, to part-time housekeeping; and $3,319.16 from sheriff’s department insurance payment to repairs and maintenance for a damaged cruiser. Council also approved inter-local agreements with the solid waste department and convention, recreation and visitors commission; and the following appointments for 2013: Alcoholic Beverage Commission – Kenneth Johnson Kosciusko Economic Development Corporation – Bob Sanders Area Plan – Larry Coplen Syracuse Library Board – Randy Girod Property Tax Assessment Board of Appeals – Susan Myrick and Brock Ostrom Redevelopment Commission – Larry Teghtmeyer and Bill Warren Solid Waste – Jon garber Wage Committee – Brad Tandy and Teghtmeyer
