Warsaw Board of Zoning Appeals Monday approved a use variance to allow a daycare center at Capital Drive in Warsaw. The daycare center, Rainbow Rascall II Daycare, was approved to be on two lots by Bob Evans and the Kosciusko County Convention and Visitors Bureau. The board approved the variance with the condition that there be a 40-foot buffer between the daycare and residential properties. Greg Roberts, Donovan Engineering, said there are two centers in Fort Wayne, as well as centers in New Jersey, Michigan, Ohio and Brownsburg, Ind. The business now has 24 centers that offer infant, toddler, pre-kindergarten services and after-school programs. Operating hours are from 6 a.m. to 7 p.m. The proposal for phase one is a 10,650-square-foot center, and phase two is to build another facility behind that structure at a later date. Bradley Shumaker, 2738 Ironwood Drive, Warsaw, who lives behind where the daycare will be located, said he had concerns with noise that would be created from the daycare center. “We are concerned with allowing the natural sound barrier in the neighborhood to be altered,” Shumaker said. He asked the city not to allow trees to be removed that serve as a sound barrier, and suggested a double row of Evergreen trees be planted to help with noise that would come from the daycare during winter months. Adam Small, a Timber Ridge Subdivision resident, said he also had concerns with noise the daycare would create and asked if the trees could not be removed.
