Works Board OKs Settlement Between City, Massage Parlor

A settlement between the city of Warsaw and a former Warsaw massage parlor that closed voluntarily last fall was approved during Thursday's Board of Public Works and Safety meeting.

The agreement was approved between Cathy Compaginari, former owner of Comfort Zone, 600 E. Winona Avenue, and the city.

Comfort Zone closed due to a city ordinance violation.In July 2005, the Warsaw City Council enacted ordinances to stop illegal activity at questionable massage parlors.

The agreement states Compaginari will pay the city $500 within 90 days of the signing of the settlement. The city originally fined her $7,000, but she filed a lawsuit saying the $7,000 was excessive. The two sides reached a settlement of $500.

Mayor Ernie Wiggins presented the $500 check to board members Thursday and the amount was approved.

As of February 2007, two other massage establishments, including Dee's International Massage, Washington Street, and Dating Dynamics, Fort Wayne Street, also closed voluntarily or by court order due to violations of the ordinance.

The board also:

n Approved four contracts for the Warsaw Parks Department, including a $215.07 per month contract between the park department and IKON Office Solutions Inc. for a 60-month lease of a Canon Color copier; a contract not to exceed $3,246 with Signature Tree Co. to spray maple trees at Center Lake and Pike Lake for cottonycushion maple scale control; a contract between the park and Embarq for $35 per month for a telephone service agreement; and four event contracts for summer concerts.

n Approved a $27,867.15 contract between the Warsaw Street Department and Rice Ford Lincoln Mercury Inc., Warsaw, for the street department to purchase a work truck for Street Superintendent Lacy Francis for snow plowing and transporting equipment.

n Approved a $500 contract between the Victims Service Center and WRSW for advertising for National Crime Victims Rights Week, April 22-28.

n Approved a release of lien for property owned by Robert and Beverly Eherenman at 402 E. Center St.

n Approved a $28,500 contract between the city and Clounie Landscaping Inc., Huntington, for Market Street improvements.

n Approved submitting a claim voucher to the Indiana Department of Transportation for reimbursement as part of the Transportation Enhancement Grant that was awarded to the Lake City Greenway Chinworth Bridge Trail. The reimbursement is for 80 percent of the construction supervision services provided by Paul I. Cripe Inc. from Feb. 10 through March 9.

n Approved a contract between the Waste Water Treatment Utility facility and Merrell Bros. Inc. for transportation and land application of liquid biosolids. A $4,300 contract between the Warsaw Sewage collection office and Komputrol Software Systems, Daleville, for updating the current Komputrol software also was approved.

n Approved an engineering service agreement between Jones & Henry Engineers, Ltd., Fort Wayne, and the Waste Water Treatment Utility facility. The payroll costs for customary and statutory employee benefits will be considered equal to 35 percent of salaries and wages and not to exceed 30 percent as previously agreed to.

n Approved a $18,500 contract between Jones & Henry Engineers, Ltd., and the Waste Water Treatment Utility Facility for additional engineering services for gravity sewer and flow meter along Ind. 15 N.

n Approved an Internet service agreement between Warsaw Clerk Elaine Call and Lake City Bank, East Center Street, Warsaw, for online banking.

n Approved a job description for a maintenance technician for the Wastewater Treatment Utility facility. The addition of a part-time position is needed for the summer and fall months for light maintenance in the plant, and for lift stations due to scheduled vacations, continuous training and projects this summer. Duties will include analyzing equipment malfunctions and performing preventative maintenance and repairs on plant equipment.

n Approved five travel requests for the Warsaw fire, police, Waste Water Treatment Utility Facility and human resources departments.

n Approved 20 new hires for the park, police department and cemetery.
