Works Board Declines To Hear Request For Officer's Shift Change

Posted

The Warsaw Board of Works declined to hear a personnel matter requested by Warsaw Police Department Cpl. Lee Ann Richardson during a special meeting Monday.

Mayor Ernie Wiggins, after meeting in executive session, said Richardson did not follow proper procedures in her request to transfer to "first shift" hours without accepting a reduction in rank.

An affidavit by WPD Chief Steve Foster indicates there is no vacant first shift opening available; the process of "bumping" another officer to another shift always involves a police officer having to take a reduction in rank to bump an officer of lesser rank with less seniority. Otherwise, there is the result of having a first shift comprising sergeants and corporals who have bumped patrolmen to second or third shift.

Richardson has served the WPD 18 years and was promoted to the rank of corporal, DARE division, DARE coordinator, in December 1992.

She is represented by attorney David Kolbe.

Board of Works members are Wiggins, Jerry Patterson and Charlie Smith.
