Winona Renews Public Works Contract

WINONA LAKE - The town's contract with Severn-Trent was extended five more years Tuesday during the council meeting.

Tom Miller, represented the public works company, requested a part-time worker be added to the contract.

"We've gone beyond the scope of the original contract," he said, "with work at the senior center, and all we've been asked to do in the parks."

He said the part-time employee would not exceed 800 hours in four months and would be hired during the summer and through the "leaf" season. The Severn-Trent contract increases by $10,000 with the additional hire, bringing it to $278,872 per year.

The board also:

• Established a rainy day fund for deposit of $25,000 in additional economic development income tax funds.

• Made final changes to the greenway at a cost of $4,450.

Town coordinator Craig Allebach said the design has to be at the Indiana Department of Transportation for review by the end of the month. Construction on the path should start this summer.

• Heard 44 people attended the senior luncheon Monday.

• Approved Ordinance 2004-3-1, adopting a revised town code book. The document is available in town hall and on the town's Internet site.

• Approved Ordinance 2004-3-2, an amendment to the transient merchant license establishing the permit for 72 hours instead of for one year, and adding a charge of $10 per day for electricity, if used.

• Heard from public works superintendent Pete O'Connell that resurfacing of Park Avenue from 12th Street to Cherry Street would be approximately $16,000.

O'Connell said estimates by town engineer Larry Long to restructure these blocks, putting in a "base," new sidewalks and curbs, and adding a storm drain system, is $110,000.

Miller suggested the town present the work as an alternative project when it bids street work.

• Heard Winona Lake Postmaster Jerry DeTurk, who has held the position for 25 years, will retire April 1.

• Heard events in town will be: beginning March 30, free ballroom dancing lessons by Ray and Barb Gsell, Tuesdays at 7 p.m. Students may be any age; beginning April 1, Senior Center is open to senior members of the public: Mondays and Thursdays, 9 a.m. to noon; April 11, noon, senior luncheon at the Senior Center, sponsored by the Winona Lake Free Methodist Church; April 24, 6 to 9 p.m., CharARTy Gallery walk in the Artisan Court; and April 30 through May 1, the Village Bike Festival.

Board members are: John Boal, Jerry Clevenger, Jeff Carroll, David Delp and Rolly Ortega. Boal was absent.
