Winona Passes Snow/Parking Ordinance

WINONA LAKE - After passage of an ordinance during Tuesday's Winona Lake Town Council meeting, residents will be responsible for proper parking of vehicles after snowfalls of 2 inches or more.

According to Pete O'Connell, public works superintendent, maintenance crews are having difficulty plowing snow off town streets while cars are parked on both sides of the road. The new ordinance attempts to organize both car placement and plowing routes during times of heavy snowfall.

Under the current ordinance, residences with even street addresses will not be allowed to park on their side of the street on even calender days. Residences with odd addresses will be under the same restrictions on odd days.

Persons violating the ordinance will be fined $25 and vehicles will be towed at the expense of the owner. Councilman Rolly Ortega suggested placing signs on main streets to remind residents of the new regulations. Signs should be first approved by the council, he said.

Additional information will accompany residents' 2006 sewer payment book.

The ordinance passed with unanimous approval.

The issue of outdoor furnaces also was discussed during the meeting, which was a topic previously presented by Clerk Treasurer Retha Hicks through a sample ordinance at previous meetings.

New regulations on outdoor furnaces are for health and safety reasons, according to Hicks. The ordinance passed, and council members now will begin to approach all issues addressed by the ordinance.

The board also:

• Named Rolly Ortega to be president of the council during 2006. Dave Delp was voted as vice president.

• Approved the acceptance of Heritage Lake Streets pending the approval of town engineer Larry Long.

• Approved a change order for the Kings Highway and School Street improvements totaling $27,180 to be used for lighting, sidewalks and gutters.

Present council members were Delp, Ortega, Joy Lohse, Jeff Carroll and Jerry Clevenger.
