Winona OKs Pierceton Road ResurfacingWINONA LAKE- Winona Lake Town Council approved resurfacing Pierceton Road from Packerton Road to CR 250E during its meeting Tuesday night.
The council approved a $119,290.40 contract between the town and Phend & Brown Inc. to resurface the road.
The resurfacing will begin in October, with plans to have it completed before winter, according to town engineer Larry Long.
Also during the meeting Bruce Shaffner was sworn in as the new Winona Lake Town Council Ward 3 councilman.
Shaffner was selected by a Republican caucus Aug. 31 to replace former councilman Jim Lancaster who resigned.
Winona Lake Clerk Treasurer Retha Hicks swore in Shaffner Tuesday night. The council also appointed Shaffner to serve on Winona Lake Plan Commission to replace Lancaster.
In other business, the council discussed the Stonehenge project.
Current council member Joy Lohse and former council members David Delp, Rolly Ortega, Jerry Clevenger, and Jeff Carroll approved five years ago repairing the streets in Stonehenge Addition.
Town Coordinator Craig Allebach said there is currently a pump station at Stonehenge that is not owned by the town that effects four properties at Stonehenge.
Allebach said the town still needs two easements signed by Stonehenge Golf Course officials and Bob Marshall.
"Both properties have been tied up for months and an easement agreement needs to be signed in order for the town to move ahead with the construction of the new road system in Stonehenge Subdivision," Allebach said.
Allebach said the town is trying to obtain ownership of the easement to the pump station and drainage lines prior to reconstructing the streets in Stonehenge Subdivision.
Allebach said the hold up is that the town does not have easements to control the pump station and storm drainage lines.
"Once the easement agreements are signed the town will have control of the drainage lines and can give direction to the town engineer on how to reconstruct the streets in Stonehenge Subdivision," Allebach said.
In other business the council had discussion and tabled approving the town purchasing a software payroll program.
The program would assist the town in completing wastewater bills and payroll checks and assets and budgets.
Winona Lake Town Council president Terry Howie said he has had discussion with Chris Harrison, Indiana American Water, who said he would like to give a presentation on outsourcing the wastewater bills and other software payroll program procedures.
Howie said he will talk to Harrison about him making a presentation.
Hicks said it has been 18 years since the town has updated its software payroll program.
