Winona OKs King's Highway, Argonne Road Roundabout Study

WINONA LAKE - Winona Lake Town Council approved a traffic roundabout study to be completed for the intersection of King's Highway and Argonne Road Tuesday.

The $5,900 traffic roundabout study will be conducted by A & Z Engineering.

Current lack of pedestrian facilities provides a hazardous situation for pedestrians as there are no sidewalks, crosswalks or pedestrian signals at the intersection said town coordinator Craig Allebach.

The conditions would be improved by the implementation of a roundabout that includes new sidewalks for connectivety to the town and islands for pedestrian safety, according to Allebach.In other business the council approved the town donating $1,000 to Warsaw Community Development Corp. for fireworks that will be July 3 over Winona Lake.

The council also approved a contract with Veolia for trash and recycling bids.

Also during the meeting the council heard concerns on creating additional parking in the town.

The council, at its April 13 meeting, approved town engineer Larry Long to conduct a land survey for the possibility of creating additional parking on the west side of Park Avenue, south of Wyland Avenue in Winona Lake, commonly referred to as Cherry Creek.

The proposed parking would be used for Winona Lake Senior Center visitors as well as Greenway Trail visitors.

During the April 28 meeting councilwoman Sue Gooding suggested making Columbia and Union streets in Winona Lake one way and use the one lane on Columbia Street for diagonal parking.

At the council's April 28 meeting, it tabled the parking decision to have Long look at the possibility of creating diagonal parking on Columbia Street.

Marilou Tobin, Winona Lake, attended Tuesday's meeting and shared a letter with the council that she wrote to Gooding to express her concerns with the possibility of making diagonal parking on Columbia Drive.

Tobin said she had concerns with the parking compromising the safety of bikers, runners and pedestrians.

Gooding said the town has been talking for the past two years about creating additional parking, but the idea of the diagonal parking was only a suggestion and has not been approved.

She thanked Tobin for her concerns.

Also during the meeting the council heard a concern from Josh Lutes, Heritage Lake Subdivision, regarding his storm drainage problem.

He said there is a problem with water backing up in a gutter near his home.

Long said construction activity at the home has caused the gutter to settle and cause the water to collect at Lutes' driveway.

Long said the correct method to solve the water ponding problem is to remove and replace the 55 feet of curb and gutter, raising the new gutter so it will drain by gravity.

He also said aggregate or granular soils should be placed beneath the new curb and gutter to raise it to the proper grade. The estimated cost of the work is $2,200.

The council also approved a conflict of interest statement for Terry Howie, owner of Howie Heating & Cooling, who serves as council president.

Upcoming events in the town include the Village at Winona Arts Walk Friday, a Run For Fun 5K and 10K at 8 a.m. Saturday, trail runs on the mountain bike trails May 22, Optimist Classic Car Show in Warsaw May 22, an Animal Art Fair June 5-6 and 11 and a Planet Adventure Ultra Run on the Mountain Bike Trails June 12 at 2:30 p.m.
