Winona Lake Receives Grant To Study Sewer Needs

WINONA LAKE - Winona Lake has received a $25,000 Supplemental Wastewater Assistance Fund Grant, the town council was told today.

The grant will fund a study how to reduce the amount of weather-related infiltration in the sewers.

"There are lots of unsanitary conditions there that need to be corrected," said town coordinator Craig Allebach.

Retha Hicks, the town's clerk-treasurer, said the study will help determine the best avenue for the town to take in meeting its sewer needs.

A survey is being mailed house-to-house and inspection of the town will be done to identify connections to the sewers, such as roof drains, gutters, downspouts and sump pumps. The inspections and survey will take place during August and September. The survey must be complete and returned by Aug. 11.

The town council also discussed the ruling of Indiana's curfew law as unconstitutional.

The curfew on weekdays is 11 p.m. for children up to age 15 and 1 a.m. on weekends for ages 15 to 17.

In Indianapolis anyone caught out after curfew must undergo a drug and breathalyzer test. U.S. District Court Judge John Tinder ruled that this policy is a violation of the Fourth Amendment for minors.

The curfew and the drug and alcohol testing policies were eliminated Monday.

The curfew law is expected to be changed by July 2001.

In other business:

• At least 1,200 people have registered for the Grace College Conference this weekend, and a big tent will be erected behind the police station to accommodate those who wish to attend the Billy Sunday crusade.

• The council schedule two public meetings: a meeting on the Tax Increment Financing District Wednesday at 1 p.m. This is an educational meeting to explain the TIF district and guidelines to the public.

The second meeting will be Aug 1 at 7 p.m. to discuss the CR 250E project.
