LEGAL NOTICE OF PLANNED IMPROVEMENT The Town of Winona Lake is developing plans for Phase IV of the Heritage Trail segment of the Lake City Greenway. This shared-use trail project begins at the northeast end of Park Avenue connecting from the existing trail and crossing the Wyland Ditch to meander north and easterly through the wooded terrain towards Pierceton Road. After crossing Pierceton Road at the Grace College athletic fields, the trail will meander around the west and north side of the athletic fields, then through the wooded area east of Robson Road and terminate near the Grace College student housing facilities. The total project length is about 1.0 mile. The project is proposed to have 12-foot wide asphalt trail and 2-foot wide earthen shoulders. A section of wooden boardwalk will be used to cross the Wyland Ditch. Drainage ditches and culvert pipes will be constructed where necessary to perpetuate existing drainage patters. Construction of the project will require approximately 3.0 acres of new permanent easements and 1.60 acre of temporary right-of-way. No displacement or relocation of residents or businesses will be involved with this project. The project will have minimal disruption to traffic since most of the work is not on roadways. Both local and federal funds will be used for the construction of the project. The cost of the project is estimated to be $700,000. The Federal Highway Administration and the Indiana Department of Transportation have agreed that this project falls within the guidelines of a Categorical Exclusion Level 2. The project is not anticipated to impact any wetlands or other sensitive ecological features.
