NOTICE TO BIDDERS

Notice is hereby given that the Town of Winona Lake, Kosciusko County, Indiana will receive sealed bids for the above described “Project” at the office of the Clerk Treasurer, 1310 Park Ave., Winona Lake, Indiana (Town Hall) until 3:30 p.m. EST July 26, 2024, and commencing as soon as practicable thereafter on the same date and address such bids will be publicly opened and read aloud in the Town Council Chambers of the Town Hall. No late bids will be accepted.
All bids and proposals shall be properly and completely executed on the proposal forms provided with the plans and specifications, which will include the non-collusion affidavit as required by the State of Indiana. The bid envelope must be sealed and have the words: “BID – WINONA LAKE PROJECTS”
A bid bond or certified check in an amount not less than ten percent (10%) of the amount bid must be submitted with each bid. A one hundred percent (100%) performance, a one hundred percent (100%) payment bond and a ten percent (10%) maintenance bond will also be required of the successful bidder. It is intended that actual construction of all work divisions shall be started as soon as practicable, and each bidder shall be prepared to enter promptly into a construction contract, furnish a performance bond, and begin work without delay in the event the award is made to him.
The work will consist of asphalt milling, tack coat, placing asphalt pavement and associated street maintenance work at approximately 37 locations within the Town Limits of Winona Lake, Indiana. Bidding instructions, project locations, descriptions, specifications and estimated quantities of work are available at the Winona Lake, Town Hall. Or by emailing townmanager@winonalake.net. All authorized work should be completed by November 15, 2024
Contract Documents for the Project may be requested via email by contacting the email address townmanager@winonalake.net.
The Contractor and all subcontractors will be required to comply with required Federal and State labor regulations.
Any questions about bidding conditions must be addressed to the Owner in writing no later than Thursday, July 18, 2024. The final addendum, if required, will be issued no later than Friday, July 19, 2024.
The Town of Winona Lake, Indiana, reserves the right to reject any and all proposals or parts there-of and to waive all responsibility for irregularities in bids.
