Winona Hears CR 250E Update

WINONA LAKE- Winona Lake Town Council Tuesday heard an update on the CR 250E project.

CR 250E from Wooster Road to US 30 will be closed until the end of September for repairs.

NIPSCO is working in the area to relocate a gas main and then shortly after Phend & Brown, contractor for the project, will be in to repair the road south of the railroad tracks. Detour signs have been posted.Gary Randle, Bonar Group, engineer for the project, said the road's surface is ready to be torn out and cracks on the road are in need of repair. The road's curb and gutter will be removed and shoulders will be placed on the side of the road.

A wider emergency lane will be installed for people to navigate the area in case of an emergency.

"We are concerned about the project, and you are concerned," Randle said.

"This isn't a failure of construction, but is a fact of a subgrade in the road that was unanticipated at the time."

He said the current curb and gutter is separating the sides of the road and the asphalt is pulling apart as the outside road settles.

He said the settling is a failure of a pipe under the road that is egg-shaped.

Randle said the road construction was done correctly the first time and there were not mistakes, but a different circumstance they are dealing with now compared to at the time.

The cost of the repairs is $306,000 of which Indiana Department of Transportation will pay 80 percent and Winona Lake will pay 20 percent, according to Town Coordinator Craig Allebach.

Also during the meeting, the council reviewed a letter dated Aug. 7 from Warsaw Mayor Ernie Wiggins and Warsaw City Council President Joe Thallemer.

The letter was regarding the Warsaw-Wayne Township Fire Territory and said the territory is designated as all unincorporated areas within Wayne Township boundaries as well as incorporated areas of the city of Warsaw. Winona Lake chose to not enter into the fire territory due to cost reasons.

The letter states there is no longer a dual response agreement by Warsaw Fire Department to respond to any area within Winona Lake.

However, mutual aid will be provided only when Winona Lake exhausts all of its resources.

Also during the meeting Kevin Bell, Winona Lake Volunteer Fire Department assistant chief, provided a 2009 service delivery summary to the council.
