WINONA LAKE - After being sworn in Tuesday, a Winona Lake councilman announced he will resign effective Jan. 30.

Dave Delp, district 4, announced his resignation. He said he is moving to another district in Winona Lake, and will no longer serve on the council.

Clerk-Treasurer Retha Hicks said she will notify the Republican central committee of Delp's resignation.

Other councilmen sworn in Tuesday included Terry Howie, district 2, and James Lancaster, district 3.

Howie and Lancaster replace Rolly Ortega and Jerry Clevenger, who served on the council for the past eight years.

The council elected officers for 2008, including Joy Lohse, District 1, as president, and Jeff Carroll, District 5, as vice president.

The council approved a ride-along policy for the police department handbook that will be distributed to the town's police department employees.

Lohse reviewed her goals for the council for the year.

She wants to improve communication with residents by developing a newsletter, and sending it twice a month to update residents on events and issues in the town. Other goals include developing a business directory of the town's businesses, and the council assisting with a spring clean-up day in the town.

Hicks informed the council she and other council members attended the Jan. 4 Warsaw Board of Public Works and Safety meeting and presented a proposed sewage contract with Warsaw.

Warsaw Mayor Ernie Wiggins informed the town during the meeting the board will take the contract under advisement.

Upcoming events in the town include the Fort Wayne Philharmonic performance at Rodeheaver Jan. 20 at 2 p.m.; a Dr. Martin Luther King Jr. program will be Jan. 21 at 11 a.m. at Rodeheaver.

Other events include a workshop at the Orthopedic Capital Center Jan. 24 from 8:30 a.m. to 3:30 p.m. titled "A Framework for Understanding Poverty."

Another event is Jan. 27 at 2 p.m. where the Indianapolis Opera Ensemble presents Don Giovanni at Rodeheaver Auditorium.
