Winona Council OKs Lower Speed Limit

WINONA LAKE - An ordinance to change the speed limit on CR 250E from 45 miles per hour to 35 miles per hour was accomplished after much discussion among town council members this morning.

The change came as a result of a public meeting regarding the construction schedule for the road.

According to councilman Craig Snow, residents strongly recommended the lower limit because of increased traffic from residential developments and Lakeland Christian Academy.

Snow made a motion to approve the item and board president David Delp asked for a second. He eventually asked for a second to the motion three times before councilman Jerry Clevenger capitulated.

Clevenger said he travels the road daily and prefers the 45 miles per hour limit.

Councilman Jeff Carroll said he thought signs would be posted indicating a school was in the vicinity. He suggested the council look at lowering the speed limit when the road is complete.

Town marshal Malcolm Gilbert said other roads coming into town have limits of 40 miles an hour or lower.

Clevenger said he just hated to see a road "not move" but eventually seconded the motion.

Delp, Snow and Clevenger voted for the change, with Carroll abstaining.

Public works superintendent Pete O'Connell presented a proposal by G&G Excavating to grade several alleys - between Mineral Springs and 15th Street, 15th and 14th streets, 14th and 13th streets, Circle alley on the island and the Boy's City Drive.
