WINONA LAKE – David Phelps has filed for the Winona Lake Ward 1 town council seat. Phillip Hood announced during the April 15 council meeting he is resigning effectivetoday to move to Florida. A caucus will be May 12 at 7 p.m. at Winona Lake Town Hall to fill the seat vacated by Hood.
