NORTH WEBSTER - The town of North Webster decided to resurrect the "Winter Carnival."
Max Buell spoke on behalf of the American Legion, the Lions Club and the Antique Vintage group in support of the resurrection. The winter carnival would allow for snowmobiles to come to the town and drive through for a one-day event, scheduled for Feb. 28, and patronize local businesses.The event will include a poker run, a torch ride and dinner and dance at the American Legion.
Town attorney Jack Birch explained the legality of making a one-day exception to the state law.
Jon Sroufe, board president, said, "I would like to give them the opportunity to have a successful carnival."
Greg Gear, project manager of the maintenance department, reported the street improvement program and leaf collection are complete. He is also waiting for the Crystal Flash Road guard rail to come in.
The council is no longer in discussion with Pinnacle Environmental Agency, Indianapolis, regarding the environmental remediation project with the Crystal Flash Corp. Pinnacle is testing 10,000 gallons of water per day and wanted to dispose of tested water into the town sewage system. Pinnacle can apply for their own discharge permits if they want, and will have to adhere to the Environmental Protection Agency and Indiana Department of Environmental Management standards.
There are strict guidelines that will require Pinnacle to test all waters flowing into the system, making them responsible for the water rather than the town.
The parks department reported both bubblers at the Dixie Boat have failed. The cost for each is $169. The town approved the expenditure and installation.
Councilman Tim Hine said the heat lamp to the well at Pizza King is in working order.
The police department reported 334 calls of service for the past month, including 156 traffic stops, including operation pull-over, six thefts and conversions, three criminal mischiefs, five alcohol-related incidents and four accidents.
The end of the year meeting is scheduled for Dec. 30 at 8:30 a.m. Sroufe proposed a raise for police officers not to exceed 3 percent. The council, clerk and town marshal have declined raises for the year.
